I had to boot into Safe Mode with Networking, run Malwarebytes, AdwCleaner, and a second-opinion scan with HitmanPro to fully remove it. Left behind some orphaned registry keys and a corrupted Winsock entry which had to be reset via netsh winsock reset .

I noticed rvtcpenu.exe after installing a cracked piece of software (yes, my fault) and also after running a registry cleaner from a less-than-reputable site. The file appeared in C:\Users\[User]\AppData\Local\Temp\ with a random-looking alphanumeric folder name. No proper icon, no digital signature, file size around 180 KB.
